OUR LEADERS

Bishop

PERRY W. JENKINS, SR.

Bishop Perry W. Jenkins, Sr. was born in Washington, D.C. and educated in its Public School System. He furthered his studies at Virginia Union University and Richmond Virginia Seminary in Richmond, Virginia, and earned a Master's of Divinity degree at the Samuel DeWitt Proctor School of Theology at Virginia Union University.  Reared in the church from a child, he was baptized at the age of 12. He realized God's purpose for his life and answered the call to a life of ministry and delivered his initial sermon on August 10, 1980 at Rock Creek Baptist Church in D.C., where he was a fourth generation member.

During the summer of 1980, he left his home and life, as he knew it, to pursue what would become an era that could have only been orchestrated by the Lord.  During this time, he felt the "tug of God" pulling him into a deeper relationship with Him and learned to embrace the power of prayer as the means of getting direction for his life.  God continued to order his steps and in October of 1980, he was connected with the ministry of Jerusalem Holy Church under the leadership of Bishop James and then Elder Olive Brown. He embraced the Pentecostal way with his whole heart. Bishop Jenkins had a God-given love for prayer and consecration and began to see the hand of God on his life in a more powerful way.  He served as an assistant to the pastor in which he provided leadership and counsel in spiritual matters, administratively and in protocol.  Anointed by God to walk effectively in the five fold ministry gifts, God raised him up as a house prophet.

With over 20 years of faithfulness and diligent service in ministry both locally and nationally, he along with his wife and family, were led of the Lord by his Pastor, to return to the Washington, D.C. metro area, where Fresh Anointing International Christian Ministries was founded. The first service was held on Easter Sunday 2002 in Herndon, Virginia. That year he was installed as Pastor and in 2003, designated and duly consecrated to the sacred office of Bishop. Bishop Jenkins continues to soar and humbly acknowledges that God has granted every level of elevation. In his local body, he served on its board of directors and was appointed as a Vice-Bishop. Bishop Jenkins served faithfully under the Presiding Bishop helping to forge change bringing the organization into a 21st century Kingdom mindset.

In 2008, Fresh Anointing transitioned from its parent body and officially became Fresh Anointing City of Refuge (FACOR).  Bishop Jenkins currently presides over City of Refuge Ministries International and his theme has been and continues to be "God is working it all out", fashioned from Hebrews 10:23 (KJV), "Let us hold fast the profession of our faith without wavering (for He is faithful that promised);" FACOR continues to grow and soar under his skillful and anointed leadership.  He is a 21st century prophet, preacher, teacher, workshop facilitator, mentor, counselor, life and marriage coach.

Bishop Jenkins has been very happily married to his partner in life and ministry, Vinceretta since 1981. They are the very proud parents of five wonderful children who share in their lives: Perry, Jr., Rosalyn (Seth) Erves, Jocelyn (Omari) Fennell, Alexia (Justin) Ramos and Emily Jenkins. He is also the proud grandfather (Pop-Pop) to Abigail Joy, Makhai William, Kaleb Amir, Kiersten Eleta, Seth Daniel, Jr., Elizabeth Mary, Kendrick Omari and Ana Olivia.

Overseer

Vinceretta F. Jenkins

A native of Richmond, Virginia, Overseer Vinceretta F. Jenkins, was educated in its Public School System. After graduating with honors from high school, she matriculated to Virginia Commonwealth University there in the city.  While pursuing higher education, she met and married the now Bishop Perry W. Jenkins, Sr., and they started their family.  Overseer remained faithful to the demands of a growing family and continued serving in ministry.  Enhancing her leadership call, she attended Calvary Bible Institute in Washington, DC, and later earned a Bachelor of Arts degree in Childhood Studies from George Mason University in Fairfax, VA.

Accepting Christ as her personal Savior at an early age, Vinceretta was reared in the ways of God through her parents and Jerusalem Holy Church, under the pastorate of the late Bishop Annie Chamblin and Pastor Olive C. Brown.  She was very dedicated to the ministry and developed a strong prayer life. Vinceretta and her husband were blessed to serve in that local ministry for over 20 years until they were commissioned to establish Fresh Anointing International Christian Ministries (now Fresh Anointing City of Refuge) in 2002.  She was  ordained an Elder in 2003 and was elevated as an Overseer of the City of Refuge Ministries, Inc in 2014.  Working diligently in ministry and maintaining her relationship with the Lord, has caused Overseer to become a woman of faith, believing the things that seem impossible to man are possible with God! It is her special desire to see women blossom into "The Total Woman", the theme of the women's ministry she established at Fresh Anointing.

Bishop and Pastor Jenkins have been married since 1981.  She is the mother of Perry Jr. "P.J", Rosalyn (Seth) Erves, Jocelyn (Omari) Fennell, Alexia (Justin) Ramos and Emily.  Pastor Jenkins is also a proud grandmother to Abigail Joy, Makhai William, Kaleb Amir, Kiersten Eleta, Seth Daniel, Jr., Elizabeth Mary, Kendrick Omari and Ana Olivia.  She works very humbly with her husband as a pastor, teacher, preacher, counselor and mentor. She desires to see the Body of Christ become one and see the people of the Kingdom reach their full destined potentials.
